Tin with hinge - Made in W-Germany

Does anyone know what this is?
Measurements: 3.5 x 3.25 x .75 (inches)
When the tin is closed the cloth is streched tightly over the hole in the top of the box to provide a non-air-tight seal. When opened the cloth is relaxed and does not provide any sort of seal over the hole.
Inscriptions: Above the hole in the top of the tin is says "MADE IN W-GERMANY". Below the hole "Rapid" (with the quotation marks) is incribed. The first quotation mark is not in the correct position though, it is located lower where a comma would usually be found.
There is also a slight curve to the box. One that seems to fit nicely in the palm of a hand.
