additional pottery pic/Question

I am attaching another pic of the pottery piece.(at least that is what I am calling it for now)  After seeing the pics, any suggestions as to what to even start searching for?  It is pottery correct? or am I mistaken?  I can't really make out the name or date clearly, so it's not a manufacturer of pottery, it's an individual? I know NOTHING about pottery.  Mom said she always thought it looked like Rip Van Winkle...I know it's not a very good pic-I thought a Gnome? Hubby agreed with mom of looking like Rip Thanks for any suggestions as to what to start looking for.
